1月5日，生态环境部发布《碳排放权交易管理办法（试行）》，将于2月1日起实施。这是第一次从国家层面，将温室气体减排的责任压实到企业。
The Ministry of Ecology and Environment on January 5 rolled out interim rules for carbon emissions trading management, which will take effect on February 1. This is the first time the country has clarified the responsibilities of the enterprises to cut greenhouse gas emissions.

【知识点】
碳排放权是指分配给重点排放单位的规定时期内的碳排放额度。碳排放是指煤炭、石油、天然气等化石能源燃烧活动和工业生产过程以及土地利用变化与林业等活动产生的温室气体排放，也包括因使用外购的电力和热力等所导致的温室气体排放。碳排放权交易作为控制温室气体排放的一种市场化手段，相对于行政手段具有全社会减排成本较低、能够为企业减排提供灵活选择等优势。
当前中国大力发展绿色经济，将节能减排、推行低碳经济作为国家发展的重要任务，旨在培育以低能耗、低污染为基础、低碳排放为特征的新兴经济增长点。中央经济工作会议明确，我国二氧化碳排放力争2030年前达到峰值，力争2060年前实现碳中和。《碳排放权交易管理办法（试行）》进一步加强了对温室气体排放的控制和管理，为新形势下加快推进全国碳市场建设提供了更加有力的法制保障。

根据“十四五”规划和2035年远景目标建议，中国将推动能源清洁低碳安全高效利用，加快新能源、绿色环保等产业发展，促进经济社会发展全面绿色转型。
